Intelligence Sector Reform (ISR) is a key pillar of Security Sector Reform (SSR), which supports stability operations and enables countries to mitigate risks of future conflict or terrorism.

The objective of SSR is to provide security to the client state and its people, effectively and within democratic principles.

Within this, the aim of ISR is to establish appropriate civilian oversight of security actors and the creation of functioning intelligence and security organisations.
