LAW ENFORCEMENT


Cyril Donnan MBE, MA, FCIS
Compliance Officer

Deputy Assistant Chief Constable in the Royal Ulster Constabulary.

Extensive Policing experience in a counter-insurgency campaign in Northern Ireland.


International Policing experience in Iraq, Afghanistan and Albania.


Graduate of the Police Foundation, London in Programme Management.


Studied at Bramshill Police College and the European Police Colleges in the Netherlands and Germany.


Holds a Masters degree in Administrative and Legal Studies and a 'Fellow' of the UK Chartered Secretaries and Administrators.


Joe Napolitano
Program Mentor

Former UK Police Detective Inspector with over 25 years service in Northern Ireland.


Extensive experience and proven success in managing intelligence led policing operations to counter terrorist and serious and organised crime.


Experience with overseas police services includes 4.5 years in Kosovo with United Nations Civilian Police at Station and Regional Commander level.


Operational duties with the Bulgarian and Serbian Police (Security Advisor to European Song Contest, Belgrade, 2008) as well as Iraqi Security Forces.


Former Police Instructor - Surveillance Duties.


Former military service with British Army (Special Duties).


David Sterritt QGM
Program Management

Served 29 years in the Royal Ulster Constabulary/Police Service of Northern Ireland, retiring as Detective Superintendent.


Specialised in the selection, assessment and training of officers for covert intelligence duties.


Attained an MBA and Prince 2 Project Management certification; at the forefront of change management within the RUC.


On completion of his police career became a resident twinning adviser within the Latvian state police to strengthen its Criminal Intelligence Model.

Awarded the Queen's Gallantary Medal.


Terry Walkingshaw
Lead Mentor

Detective Chief Inspector in Royal Ulster Constabulary/Police Service for Northern Ireland until 2007.

Terry has worked with the FCO Police Adviser and Program Manager Southern Iraq, Police Training and Mentoring Advisor, Iraq. 

He also led the scoping mission with FCO/AUSAID in East Timor during 2003 and on the UK CivPol Contingent Commander East Timor 2001/2002 with UN mission. 

Training adviser to British military support on "Op Banner".


Raymond Sheehan
Lead Mentor

Served for 29 years in the Royal Ulster Constabulary (RUC).
 
Worked as a Special Branch Agent Handler throughout his service, lecturing on this subject to every RUC SB Course over a number of years.
 
Undertook the role of Intelligence Liaison Officer in the US Embassy, Baghdad, from 2006 until 2010,  whilst attached to the Security Department of the British Embassy in Baghdad.

Has since been working at New Century as an intelligence mentor, alongside many of his previous colleagues within the RUC.


Leslie Woods BSc(Hons)
Training Wing

Detective Sergeant in the Royal Ulster Constabulary/ Police Service of Northern Ireland with over 27 years’ service.

Extensive operational policing experience in counter terrorism and serious organised crime management.

Former Lead Police Instructor specialising in the selection, assessment and training of officers for covert intelligence led operations.

Holds a BSc(Hons) Degree in Criminal Justice Studies.  Also, a Certificate in Education (Post Compulsory Education and Training).


MILITARY


Andy Canning OBE, FRGS
Program Management

Andy joined New Century after he completed 33 years service in the Royal Marines in 2009, during which time he had a varied career in operational, staff and training appointments. 

Andy has considerable experience working in national and international Joint tri-Service environments, very often focused on emergency planning and crisis response for operational and humanitarian crises in the Middle East, Caribbean and particularly in West and Southern Africa. 

In 2001 he was awarded an OBE for his contribution to the security and development of nations in West and Southern Africa, following his involvement in conflict in Sierra Leone, humanitarian disaster in Mozambique and defence diplomacy throughout the regions from 1998-2001.  Between 2005 and 2008 he served as HMG's Defence Attaché to Norway.

Andy is married with 3 children and lives in Devon.

Duncan Penry
Ministerial Mentor

Duncan retired from the British Army in 2007 as a Lieutenant Colonel with 21 years of service in the Intelligence Corps.  

He has undertaken numerous worldwide operational tours with particular experience in the management and conduct of specialist agent handling and counterterrorism operations.  

Duncan’s varied military career also included extensive periods of service in senior British headquarters appointments and the United Nations, as well as in the armies of the Sultanate of Oman and Australia. 

His corporate experience includes directorship of intelligence collection operations in Iraq for US DoD reconstruction contracts.

Duncan's current role is within a client state’s Defence Ministry to facilitate and develop a growing number of specialist intelligence mentoring and training projects in that country.


Eddie Thorne MA BSc(Hons)
Programme Support Manager

Retired from the UK military at the rank of Lieutenant Colonel in 2006 after 24 years’ service.  Commanded troops in combat at every level from Platoon to Battalion.

Extensive experience working with British and foreign military and police forces on operational and training activities.

Subsequent to leaving the Army worked in the private sector in the recruitment, training and project management arenas.

Holds responsibility the administrative and technical interfaces with deployed programme management teams as well as oversight of risk management.


Roger Marshall
Doctrine Advisor

Retired from the British Army in 2007 as a Lieutenant Colonel after 30 years of service, completed a full military career with the Intelligence Corps which was dominated by a focus in covert surveillance, agent handling and counterterrorism operations, of which more than 10 years was dedicated to deployments in Northern Ireland.

He also conducted and directed national and multinational covert operations in Bosnia, Kosovo, Iraq and other locations worldwide.

Roger is now involved in the delivery of training and mentoring, specifically orientated to information collection and processing through capacity-building programs in support of international intelligence sector reform (ISR) projects. 

He has been responsible for writing high level intelligence collection doctrine for a number of government agencies and commercial organisations. 

His most recent experiences have been in support of specialist police and military units in Afghanistan, Iraq, Pakistan and Indonesia.


RICHARD WESTLEY OBE MC
Program Management

Retired from the British Army in 2010 as a Colonel after 27 years of service having commanded infantry soldiers on operations up to and including Battle Group level in Afghanistan (Mazar-e-Sharif-2005, Helmand 2007).

Additional posts included command tours in Northern Ireland, Bosnia (UN), West Africa and he commanded a HUMINT Team in Kosovo and Albania. He was also an instructor at the Joint Services Advanced Command and Staff Course.

His final tour was as Commander (OF-5) Operational Training and Advisory Group (OPTAG) preparing all UK personnel and units for operations in Iraq and Afghanistan and conducting defence diplomacy and training tasks in SE Asia, Latin America and Europe.

Following two years as a Sales Director for Force Protection and Services in the Defence Industry, Richard is now Program Manager at New Century with an immediate focus on Business Development and future and existing programmes.


Awarded an OBE MC.


Steve Whitfield MBE, QGM, MID
Military Mentor

Steve has had 23 years service with the British Army, specialising as an Intelligence operator with 3 lengthy operational tours.


Other roles have included Battalion Intelligence Officer and Infantry Reconnaissance appointments.


Following retirement from the Army, worked as private contractor for over five years, principally on US DoD projects.


Many years experience with integrated projects, incorporating Coalition Forces, DoD contractors and local national staff.


Awarded an MBE, QGM and MID.
