Statement on a Letter from
Senator McCaskill to Secretary of Defense Mattis

On 7 August Senator McCaskill wrote to the US Secretary of Defense, General Mattis, commenting on a Defense Contract Audit Agency (DCAA) report of New Century’s incurred costs for 2008 to 2013.
Senator McCaskill’s letter is littered with exaggerations and factual inaccuracies.
We have since written to the Senator, providing information correcting these inaccuracies and errors. We cannot publish our letter as it relates to the contents of the DCAA report which is marked “For Official Use Only” and carries a special caveat that the contents must not be released or disclosed other than to persons whose official duties require access.
We believe the inspiration for Senator McCaskill’s letter was a July 2017 audit report published by the Special Inspector General for Afghanistan Reconstruction (SIGAR) of the Legacy and ASOM programs, claiming that the extent of their success cannot be “fully assessed because of a lack of performance metrics.”
We subsequently wrote to the SIGAR providing information demonstrating that the programs have been very successful and are continuing to deliver effect, not just in Afghanistan but also in other countries. A copy of our letter can be downloaded here.
