Colonel Tim Collins is a world-recognized counterinsurgency expert, who has gained his substantial experience from his time leading operations in Northern Ireland and other hostile environments worldwide including both Gulf Wars in Iraq.

As Operations Officer of 22 SAS and subsequently Commander of the Royal Irish Regiment in East Tyrone (Northern Ireland), Tim has worked closely with the Royal Ulster Constabulary Special Branch.

In his role as Lieutenant Colonel he was responsible for Special Forces Operations. Amongst his tasks was a direct responsibility in identifying, locating and detaining Persons Indicted For War Crimes (PIFWCS).

Following this, he assumed command of 1 R IRISH in Jan 2001, where he led the Battalion on operations again in Northern Ireland, for which he was awarded the Queen’s Commendation for Valuable Service, and on Op TELIC, the Liberation of Iraq, for which he was awarded the OBE in 2003.

After promotion to Colonel, Tim was Project Director for the Peace Support Training Centre in Sarajevo, before taking up the appointment of Deputy Assistant Chief of Staff, in charge of the Training Department in HQ Land Command. He retired from the Army in August 2004.

After leaving the forces, Tim published a book of his time in command, Rules of Engagement, and then turned his attentions to setting up New Century, which has absorbed the majority of his time since 2007.

Tim is best known for his role in the Iraq war in 2003, and his inspirational eve-of-battle speech, a written copy of which is apparently hung in the White House’s Oval Office.

Michael is co-founder and COO of New Century, and provides strategic direction on the commercial development of the company, as well as overseeing its operational support activities.

Michael has been involved in the private security arena since the mid-1990’s, after beginning his career in the accounting and management consultancy professions. He holds a degree in Finance and Economics at the London School of Economics and subsequently became as a member of the UK Institute of Chartered Accountants, of which he remains a Fellow, as he is of the Chartered Institute of Management Consultants.

After obtaining his professional qualifications he went on to work within the management and IT consulting world, becoming the partner-in-charge of consulting services at the UK member firm of one of the world’s leading accounting practices. Clients whom he has advised on strategic development include international enterprises such as IBM and British Airways, as well as public sector organizations including the UK Cabinet Office and Ministry of Defence.

In the mid-90s he refocused his attentions on the creation of value by building and investing in large-scale commercial projects in developing countries in Africa and the Far East. He has provided consulting services to a number of political and security-related clients, which allowed him to be at the forefront of the development of the private military services sector in which he has maintained an active role ever since.

Norman has considerable experience of intelligence-based operations and is an internationally recognised commentator on policing and counter-terrorism.

Norman has 30 years service in the Royal Ulster Constabulary and latterly the Police Service for Northern Ireland with a wide experience in a number of specialisms. He has held senior positions which include Operational Intelligence Advisor for Northern Ireland with responsibility for counter terrorist intelligence.

He has been involved in a number of high profile international intelligence led police operations in Europe and North America. Norman was also Departmental Head of the Serious Crime Branch, completing police service as the Police Service of Northern Ireland’s Senior Liaison Officer with the Security Services.

A graduate of Cambridge University, Queens University and the University of Ulster (awarded a doctorate for human rights based research leading to the development of a model for the policing of conflict in divided societies) Norman published a number of academic papers and books and lectured on counter insurgency topics in Europe and the United States.

 

Scott Jacobs

Scott is the head of New Century Inc, which is primarily responsible for strategic growth, new market development, and client relations within the US and North America.

Scott has 27 years of management and leadership experience at the U.S. Department of Defense (DoD) and Naval Criminal Investigative Service (NCIS). From 2005-2008, he served as an Executive Assistant Director in charge of the Combating Terrorism Directorate, NCIS, overseeing all terrorism investigations and operations impacting Navy and Marine Corps personnel and assets worldwide.

Among his many accomplishments, Scott is credited with streamlining suspicious incident reporting processes and overhauling vulnerability assessments to better secure forces and critical infrastructure. He led efforts to create tools in order to quickly disseminate threat-based information to domestic and foreign law enforcement partners and expanded NCIS' overseas presence in support of the Navy's maritime strategy. In partnership with the FBI, he created the first multi-agency maritime security training program for federal law enforcement personnel.

In 2008, Scott served as acting director of the DoD Counterintelligence Field Activity (CIFA). As the principal advisor to the Under Secretary of Defense for Intelligence, he managed CIFA's counterintelligence efforts in addition to directing the day-to-day operations.

After retiring from the Federal government in 2009 he has worked in the private security sector, overseeing the management and leadership of a number of programs with emphasis on force protection, access control solutions, data fusion and analysis.

Suzanne Gorringe
Head of Program Management

Suzanne is the Director of the London office, and leads the UK program administrative team, as well as coordinating customer requirements with operational teams forward, and supporting mentoring and training teams.

Suzanne has over 15 years commercial experience in multinational and private enterprises, and has encompassed a wide range of business aspects from start-ups and business development to acquisitions and re-structuring of mature organisations. She has been involved in New Century from the outset, designing the procedures and policy in January 2008, and grew this support function to encompass the planning and delivery of New Century’s programs in January 2009.

Guy is the Chief Financial Controller, overseeing the Finance function of New Century from the Guernsey office.

Guy qualified as a Certified & Chartered Accountant and gained broad experience in the offshore finance sector, working in areas including Fiduciary Services, Fund administration and Captive insurance management before turning to the commercial sector.

He holds an Honours Degree in Accounting and Finance from Kingston University and spent time working in London at an accountancy firm before returning to Guernsey. Guy was recruited in October 2008 to head up the Guernsey office and oversees the Finance function of NCC. Previously he had work at the Guernsey Post Office as the Head of Management Information.

Steve manages New Century’s Human Resources busy and extensive recruitment activities of both the company’s intelligence professionals as well as corporate staff.

Steve’s career has predominantly been with the Royal Marines, serving until his retirement in 2007 at the rank of Major. He saw active Service with numerous Commando units from 3 Commando Brigade RM most notably in Iraq alongside a USMC MEF, embedded within the Brigade as the third manoeuvre unit, during the Iraq invasion of 2003.

Throughout his Service career he has worked alongside USMC counterparts on Operations and exercises and has mentored Exchange Officers at the Commando Training Centre RM.

During a 20 year period he served on eight Operational tours in Northern Ireland in support of the RUC/PSNI in areas as diverse as South Armagh and West Belfast.

Prior to joining New Century, in November 2008, he was employed within the private security industry leading HR activities for a company supporting USACE contracts throughout Iraq.

 

Zoe Doncaster
Human Resources Manager

Zoe manages all Human Resources support to deployed personnel within New Century, specifically streamlining processes, implementing policy and developing retention and succession planning.

Zoe has broad HR experience working with the British Military and commercial security sectors within hostile environments in the Middle East and Africa. She has previously worked in management support positions as well as being deployed within the private security industry and is experienced in personnel management, administration, recruiting, HR and operations planning.
Specialising in Process, Retention and Policy review and implementation, Zoe joined the team in 2010 to enhance the company’s human resources management.

Mark Cochrane

Mark is a former member of the Royal Ulster Constabulary GC and the Police Service of Northern Ireland, with over 28 years service. He has extensive experience of policing in a hostile environment and dealing with divided communities. For over 20 years he was employed in Counter-Terrorism duties where he performed a variety of roles. Prior to his retirement he was the officer in charge of covert police training within the Police Service of Northern Ireland. He is a qualified teacher and assessor.

A graduate of Queen’s University Belfast, the University of Ulster and Christ Canterbury University, Mark is also a former Program Manager and graduate of the Leadership in Counter Terrorism (LinCT) Program and recipient of a Fulbright Police Fellowship that was spent in New York with the Federal Bureau of Investigation.

As a published author of academic counter-terrorism material, Mark has taught and lectured at a diverse range of venues and events including: Pacific LinCT; the Irregular Warfare Course at the US Marine Corps University; West Point Military Academy; Combating Terrorism Centre; the National Executive Institute and National Academy at Quantico; FBI Joint Terrorist Task Force Regional Training; the Bush School of Government; Georgetown University; the Woodrow Wilson Centre; RAND Corporation; California Attorney General’s Conference; CEPOL EuroMed II, Paris; and the UK Special Branch Conference at Scotland Yard.
