Subject:  Human Intelligence (HUMINT) Desk Officer

Duration:Days

Outline

This course primarily covers human source operations, a key tenet of HUMINT.  Following introductory lessons explaining the techniques, tactics and procedures used, the course progresses to exercises giving practical experience in specific situations common to HUMINT operations.  The schema covers the intelligence process mechanisms.  Graduates will be suitable to work as HUMINT staff officers.

Subject:  Authorising Officer

Outline

The authorising officers course is designed to assist those students engaged in the management of human source operations and who are/will perform the role of authorising officer, finance officer or controller.  Course content includes, but is not limited to: methods for the authorisation for    source recruitment and source conduct; the review, renewal and cancellation of authorisations; the completion of associated human source records; financial issues regarding human sources;  overview of the duties of a controller and of source handlers.

This is a basic introduction to collation methods of a paper and/or computer-based system essential to HUMINT operations.  The course is aimed at personnel, including collectors, who are to perform a collating function that feeds into the intelligence-led paradigm.

A course designed to assist in the creation of a wide range of analytical intelligence-led policing products. Course content includes but is not limited to an overview of the theory, nature and methodology associated with analysis and the handling of sensitive intelligence; student are taught how to utilise, select and apply an 'all-source' analysis capability.

Subject: Investigations Management Levels 1-3

Outline

This course has been designed specifically for Law Enforcement managers involved in the management of single or linked cases of major crime such as murder or terrorist incidents. The course is delivered in three tiers, the basic course is aimed at junior officers who have jurisdiction at precinct level to investigate lower level cases of serious crime – leading to the intermediate course for more senior officers who have responsibility for leading large-scale investigations into terrorist crime, stranger murder or serious linked crime – and finally the advanced tier is designed to provide in-depth skills development to the most senior investigators who have a provincial or national responsibility to investigate the higher-level serious crime.

Subject: Interview Techniques

Outline

The course will raise the student’s professional knowledge in order to assist them to plan and
conduct efficient and effective interviews using a wide variety of techniques. The following areas will be explored: developing a defined strategy a prior to conducting an interview, the creation of effective interview plans; the adoption of a number of potential interview techniques to be applied. Students will be required to demonstrate: the ability to conduct an interview using a variety of question types; effective listening skills; engage in the establishment and building of rapport with the interviewee; use silence as a prompt; identify key non-verbal responses and behaviour; consider the physical layout of the interview area: use interview techniques in a variety of social settings to acquire information and utilise the interview process as a means of recruiting human sources.

The course covers the use of commercially available equipment to intercept GSM telephone signals both static/mobile and passive/active.  Additional modules cover the intercept of radio traffic in the range HF / VHF / UHF.
